The USAID-funded Agribusiness Competitiveness Activity in Tajikistan (ACAT) supports agribusinesses in the diversification of product lines, which leverage promising domestic and international market opportunities and contribute towards a competitive, inclusive, and resilient agricultural sector. Winrock International (Winrock), together with subcontractor Making Cents International (MCI), implements ACAT using a market-driven, private sector-led approach to stimulate economic growth, increase employment, and improve livelihoods, by enhancing the competitiveness of micro, small, and medium enterprises (MSMEs), primarily in the Khatlon region. Opportunities for MSME expansion and diversification include leveraging Khatlon’s off-season production capacity, attaining price premiums for improved quality and value additions, and improving dairy productivity and aggregation of milk to enhances food safety. This approach is coupled with the fact that agribusiness development in southern Tajikistan is relatively nascent and will require tailored activities to different levels of enterprise capacity.
ACAT has three objectives:
-Objective 1: Diversify the agricultural sector to include higher-value commodities and value-added products
-Objective 2: Strengthen linkages between aggregators, wholesalers, exporters, and international and domestic end-markets
-Objective 3: Partner and leverage resources to catalyze systemic change in the agribusiness sector
In support of the project’s Objective 1, ACAT is building agribusiness competitiveness within targeted value chains, especially within Feed the Future's twelve focus districts in southwestern Khatlon on the border with Afghanistan. Specifically, ACAT will provide demand-driven assistance to agricultural associations, cooperatives, market integrators, and small and medium enterprises (SMEs) in specific sub-sectors to take advantage of domestic, regional and international market opportunities.
Purpose of Assignment:
ACAT is cooperating with several small-scale food processing companies in Khatlon region. In support of these facilities, ACAT is seeking a food processing expert to assist these facilities in troubleshooting processing and production issues related to fruit and vegetable processes and associated processing equipment.
The selected consultant will also be responsible for the provision of technical recommendations for individual processors in Khatlon zone on steps need to be taken for reaching Good Manufacturing Practices baseline that will enable them to sell products (jams, juices, marinades) to food service in Dushanbe and Khatlon (hotel, restaurants etc.).
This assignment will include two-three trips to Tajikistan, travel permitting, for periods of 10-15 days.
Key Duties / Responsibilities:
Work with food processors to design their systems for processing and advancing to the next level of production and sanitation and standards.
Review the existing setup of processing equipment to ensure the optimal outline for the facility is recommended for their preferred range of food products.
Provide processors with the necessary information and protocols needed to conduct routine microbiology and chemical analysis.
Train the processors on calculating the cost of production for each of their processed food lines.
Develop and or introduce new recipes with relevant processing instructions based on the needs and capacity of individual processors.
Supervise and assist the processors during the full processing cycle of selected product lines to achieve optimum processing results.
Deliverables for each food processing company:
Deliverable 1: Recommendations on meeting Good Production Practices (GMP standard) to each processing facilities.
Deliverable 2: Recommendations needed to optimize food processing system for each facility.
Deliverable 3: Develop cost of production for selected product lines at each facility.
Deliverable 4: Support Processors to implement. regular laboratory testing processes to meet food safety requirements.
Deliverable 5: Monthly progress reports for each processor.
Fluency in Russian, native speaker preferred.
Bachelor of Science degree, Food technology , Industrial Engineering, Process Engineering and or equivalent.
Related work experience in a fruit and vegetable processing environment is required.
Experience in time studies, Lean, Six Sigma, DMAIC, Kaizens a plus.
Fruit and jam processing experiencing preferred.
Effective communication and analytical skills.
Advanced use of Microsoft Office programs such as Visio, Excel, Word, and PowerPoint, and Access. Minitab and statistical software experience a plus.
The ability to adapt quickly to changing priorities; manage expectations throughout different levels of the organization.
Technical skills related to manufacturing processes and process improvement including automation, layouts and packaging technologies.
Experience in Tajikistan, post-Soviet and/or developing countries preferred.
10 years of hand on experience required.
